The Department of Peace and Water Diplomacy advances cooperative solutions for shared freshwater resources as a foundation for peace, stability, and sustainable development. Its central mission is to address water insecurity, transboundary river governance, and climate-related water risks through diplomacy, policy innovation, and community empowerment.

The Brahmaputra River Basin — spanning China, India, Bhutan, and Bangladesh — is a key focus, as it represents both immense opportunities for shared prosperity and serious risks of conflict if mismanaged.

Strategic Focus Areas

1. Transboundary Water Cooperation
  • Promote basin-wide dialogue on equitable sharing of the Brahmaputra’s waters across all riparian states.
  • Build trust through science diplomacy, joint research, and data sharing on hydrology, flood patterns, and water quality.
  • Support frameworks that reduce hydro-political tensions and foster collaborative governance.
2. Peace and Security Dimensions of Water
  • Address the risk of water becoming a conflict driver due to upstream hydropower projects, diversion, or climate-induced scarcity.
  • Integrate water diplomacy into peacebuilding agendas in South Asia.
  • Highlight water as a tool for regional solidarity and cooperation, rather than rivalry.
3. Climate Change, Resilience, and Water Risks
  • Assess the impact of glacier melt, erratic monsoons, and sea-level rise on the Brahmaputra system.
  • Promote adaptation strategies for downstream populations vulnerable to flooding, erosion, and salinity intrusion.
  • Link climate resilience to water governance frameworks in line with national climate policies and NDCs.
4. Inclusive and Community-Centered Diplomacy
