Mandate

The Department of Climate Resilience and Security addresses the intersection of climate change, human security, and peacebuilding. Its core mission is to help coastal and vulnerable populations build resilience to climate-induced risks while promoting stability and justice. The department focuses on Bangladesh and Bay of Bengal littoral countries (India, Myanmar, Sri Lanka, and Maldives), regions at the frontline of climate vulnerability, sea-level rise, and extreme weather events.

The department seeks to connect climate science, adaptation policies, and peace solutions by ensuring that climate resilience directly reduces social, economic, and political risks for communities.

Strategic Focus Areas

1. Climate Security and Human Resilience
  • Analyze how climate-induced disasters (cyclones, storm surges, salinity intrusion, flooding) affect social stability and livelihoods.
  • Map climate–conflict linkages: displacement, resource scarcity, migration, and urban vulnerabilities.
  • Strengthen early warning systems and disaster risk reduction strategies as tools for peace and security.
2. Adaptation for Coastal Communities
  • Support community-led adaptation strategies for fisherfolk, farmers, and indigenous populations.
  • Promote nature-based solutions (NbS) such as mangrove restoration, salt-tolerant crops, and green embankments.
  • Develop livelihood diversification programs to reduce dependence on climate-stressed sectors.
3. Regional Cooperation in the Bay of Bengal
  • Facilitate cross-border collaboration among Bangladesh, India, Sri Lanka, and Myanmar to tackle shared climate risks.
  • Promote a Bay of Bengal Climate Resilience Compact, linking adaptation, migration, and disaster management policies.
  • Integrate climate resilience into regional security dialogues (BIMSTEC, IORA, SAARC frameworks).
4. Policy Innovation and Governance
  • Assist governments in mainstreaming climate security into national development and security strategies.
  • Provide evidence for integrating ocean-based and land-based adaptation into Nationally Determined Contributions (NDCs).
  • Generate policy roadmaps for climate migration governance that safeguard dignity, rights, and security of displaced populations.
5. Community Empowerment and Co-Design
  • Engage coastal communities in participatory research and policy design.
  • Strengthen social capital, local governance, and knowledge-sharing networks.
  • Empower women and youth as agents of resilience, not just beneficiaries.
