The Department of Policy Innovation and Global Dialogue serves as the nerve center for high-level policy analysis, foresight, and international engagement within the think tank. It connects research from thematic departments (peace, water, ocean, climate, community empowerment) to regional and global policy platforms, ensuring that knowledge is translated into actionable strategies for peace, sustainability, and resilience.
In particular, the department emphasizes Indo-Pacific policy frameworks, positioning the think tank as a trusted voice in shaping dialogues across security, environment, and development.
Strategic Focus Areas
1. Indo-Pacific Peace and Security Frameworks
- Provide analysis on evolving geopolitical and security architectures in the Indo-Pacific, with implications for ocean governance, maritime security, and climate resilience.
- Engage with regional frameworks including Quad, ASEAN Outlook on the Indo-Pacific (AOIP), IORA, and BIMSTEC.
- Advance Track 1.5 and Track 2 dialogues to bridge state actors, academics, and civil society on non-traditional security threats.
2. Policy Innovation for Sustainable Development
- Integrate Blue Economy and Green Transition policies into Indo-Pacific cooperation agendas.
- Highlight linkages between climate security, disaster risk reduction, and sustainable growth.
- Support evidence-based policy pilots on renewable energy, resilience financing, and inclusive growth models in coastal states.
3. Global Framework Alignment
1. Position Indo-Pacific states to contribute meaningfully to global agendas:
- UNFCCC / Paris Agreement & NDCs (climate action).
- UN Ocean Decade (2021–2030) (ocean science and governance).
- BBNJ Treaty (biodiversity beyond national jurisdiction).
- SDGs (especially SDG 14 on Oceans, SDG 13 on Climate Action, SDG 16 on Peace and Strong Institutions).
2. Provide policy roadmaps for countries to align domestic strategies with these global commitments.
4. Indo-Pacific Connectivity and Resilience
- Analyze infrastructure, trade, and digital connectivity initiatives (e.g., Belt and Road Initiative, Partnership for Global Infrastructure and Investment, Japan-ASEAN connectivity frameworks).
- Assess their impacts on peace, equity, and environmental sustainability.
- Promote resilient, inclusive, and climate-proof connectivity strategies for the Bay of Bengal and Indian Ocean subregions.
5. Dialogues for Equity and Justice
- Convene Indo-Pacific dialogues on equity, justice, and solidarity in climate action and ocean governance.
- Amplify the voices of small island developing states (SIDS), least developed countries (LDCs), and coastal communities.
- Build coalitions for Blue Justice, Climate Justice, and Ocean Equity in regional forums.
